NALAG Receives RALGA Delegation at Secretariat



...during their study visit to Ghana A sixteen (16) member delegation from Rwanda has called on the National Association of Local Authorities of Ghana (NALAG) on 5th November, 2014.

The objective for the visit was in line with the Rwanda Association of Local Government Authorities (RALGA) project to understudy the performance of Capacity building in Local Governance in Ghana to establish a strong and sustainable Local Government Institute (LGI) with the purpose of dealing with the huge capacity needs at the local government level.

The General Secretary of NALAG, Hon. Agnes Naa Momo Lartey did the honour to welcome the delegation to the NALAG Secretariat and acknowledged the visit of the delegation. “…this I believe is the platform that we all need to be creating along the way. Our experiences are really critical; what we do, how we do it and the process of structuring…we need to keep challenging each other just for us to do what is best by all standard,” she stated.

Leader of the delegation, Mr Yves Bernard Ningabire, Deputy Secretary General for RALGA gave credit to the Ghanaian Local Government system while delivering his speech to the representatives of NALAG (management staff and NEC representation) as well as some representatives of the Institute of Local Government Studies (ILGS) that were present at the meeting.

“If you look at the local government system in Ghana, it is a bit unique from other African countries,” he said.

According to him, the study visit has allowed them to have valuable information on the key steps for the establishment of such an institution, to understand the process of accreditation of teaching programmes, the process of curriculum development and update, to get insights into the approach used to ensure financial sustainability, to understand the modalities of staffing the institution, and/or get an understanding of the best approach to quality assurance of the programmes and how best to establish strategic partnership with stakeholders involved in Capacity Building for Local Governments.

The delegation for the study visit was composed of representatives of RALGA and its partners, namely the Ministry of Local Government (MINALOC), Rwanda Governance Board (RGB), the University of Rwanda (UR), Rwanda Management Institute (RMI), the National Capacity Building Secretariat (NCBS) and the German Technical Corporation Agency (GIZ).
